Transparency Drive: DCE Recovers GH¢67,900 in Misappropriated Funds

The Upper Manya Krobo District Assembly in Ghana’s Eastern Region has successfully recovered GH¢67,900 allegedly misappropriated by three staff members. This recovery follows a swift and decisive internal investigation led by the District Chief Executive (DCE), Emmanuel Kwasi Lawer.

According to a report by Starr FM on July 23, 2025, the discrepancies were identified within the Assembly’s Internally Generated Funds (IGF) during the period spanning 2024 to early 2025. The staff involved include the District Finance Officer (DFO), Accounts Officer, and Revenue Superintendent.

How the Funds Were Recovered

The DCE, who assumed office less than two months ago, held a meeting on Tuesday, July 15, with the implicated officers. During the meeting, he requested the General Counterfoil Receipt (GCR) booklets from the DFO. Upon refusal, the DCE locked them in and called in the Ghana Police Service.

This action prompted a full reimbursement of the misappropriated funds:

  • Revenue Superintendent refunded GH¢5,800

  • Accounts Officer returned GH¢27,600

  • District Finance Officer, under police escort, withdrew GH¢34,500 from his personal account in Koforidua

All recovered funds have been deposited back into the Assembly’s account.

DCE Pledges Further Investigations and Accountability

In a statement, Mr. Lawer reaffirmed his commitment to financial accountability and transparency in local governance. He has announced a comprehensive audit of the Assembly’s finances to uncover any additional irregularities.

“This is just the beginning. We are committed to restoring trust and ensuring that every cedi of public funds is accounted for,” he said.
