Kwame Jantuah criticises Agbodza over delayed action against stalled Enchi–Elubo road contractor

Kwame Jantuah has criticised Kwame Governs Agbodza for failing to immediately terminate the contract of a contractor accused of abandoning work on the Enchi–Elubo road project despite receiving a substantial mobilization payment.

His comments follow a viral video showing the Roads and Highways Minister angrily confronting officials of Top Engineering International Ltd during an inspection of the project site over the slow pace of work.

According to reports, the contractor received a mobilization payment of GH¢80.2 million in 2025 but has made little visible progress on the road project.

During the inspection, Agbodza warned the contractor to speed up work or face sanctions, although he explained that the mobilization payment already made complicated any immediate contract termination.

Speaking on the GTV Breakfast Show on Wednesday, May 13, 2026, Jantuah argued that the minister should have taken swift action by cancelling the contract and demanding the immediate refund of the mobilization funds.

I would cancel the move and make him pay the mobilisation back. Cancel it there and then. Get him to pay the mobilisation back,” he stated.

He questioned the procurement process used in awarding the contract and called for greater transparency regarding the contractor’s track record and selection process.

They cannot take the taxpayer’s money for granted. How was the selection made in terms of the road contracts? Was it single source? Was it open tender? How was the contractor chosen? What was the worth of the contractor on other roads? Is it the first time they are coming to do roads in Ghana?” he queried.

Jantuah described the situation as deeply frustrating, stressing that public funds must be protected and contractors held accountable for delays and non-performance.

It is pretty annoying for government to pay mobilisation of GH¢80 million and you haven’t done the work. The minister should have terminated the contract there and then,” he added.
